As long as there won't be a need for individual registration of cd-writers then I think it's ok. We already have the same situation with wifi equipment sold here in the philippines as they're all registered with the NTC at the dealer level (maybe this is why consumer-grade wifi is only at 15dbi? hmm....) - it shouldn't be different should they implement registration of CD writers.
