As long as there won't be a need for individual registration of
cd-writers then I think it's ok. We already have the same situation
with wifi equipment sold here in the philippines as they're all
registered with the NTC at the dealer level (maybe this is why
consumer-grade wifi is only at 15dbi? hmm....)  - it shouldn't be
different should they implement registration of CD writers. If they'd
require registration at the user level it would really be a hassle.

I think the key here is for commercial profit or business. CD backups of your data and programs for personal use should still be okay and not covered under the law.

But I do understand the concern here. The law didn't make any mention about blank recordable CDs, I think that is one issue they have yet to address.

In view of the current law, the following questions are raised:

1. Will the act of buying blank CDR's be constituted as intent to manufacture, replicate as defined in the law?

2. What requirements will be required to purchase blank CDR's? (E.g. a permit is needed before one can buy blank CDR's in excess of xxx amount.

I think they have to examine the impact of the law thoroughly. I'm not saying the law is a mistake, but what will be the side effects of the law in view of the provisions in Bill of Rights? That issue has to be examined seriously.
