Yes it is included and is part of main, making it a supported package. we just did a branch of the current documentation a few days ago and a number of pot and xml files in Tagalog was included. I was looking into the contents of the Tagalog stuff included but correct me if I am wrong, its not in UTF-8, resulting into bigger font rendering in apps like Yelp for example. However, ph_en packages are encoded in UTF-8.
I'll keep an eye on the current documentary branch that I have as well as go to the links you mentioned.
