Jerome, What are you referring to as being included? What stuff is not in UTF-8? AFAIK, the .po files for TL are in UTF-8, although none of the characters in use at the moment require UTF-8. UTF-8 files which don't use hi-bit chars are exactly the same as ASCII/ISO-8859-1 files.
