Not having attended that talk last year, I can't say how different it might
be from the session I have in mind. Seems though from your message that it
looks more like a desktop migration. The session I'm thinking of need not
be limited to the desktop, rather it may also touch on the server side. And
it doesn't need to be a migration, it may be an augmentation of a GNU/Linux
server in a Windows system. I think what the session can cover is how to
plan for FLOSS adoption.

Didn't they had a talk similar to this one in the last Philosc (in the
business track)? I recall that there was a talk by some person from
Prudentiallife regarding their slow and steady migration to an
open-source based desktop. While server-based solutions can be adopted
faster - desktop migrations could take a glacial pace.
