Rummaging around the web I read that since both .mp3 and .ogg are 'lossy' formats converting from the former to the latter results in lower sound quality although it should be higher quality when it is the original format. Since many have much greater experience than do I with manipulating audio files would it make sense to first uncompress the .mp3 file then recompress it to the ,ogg vorbis format? Or can the loss not be recovered so perhaps specifying a higher sampling rate for the output than is used in the input be a pragmatic approach? If I'm going to move my .mp3 files to .ogg vorbis I should do it the best way the first time.
