Xfce can be a bit cranky with special keys. KDE is pretty smart in
comparison. It all depends on the thinkpad vintage.  just setting the PA
panel plugin gets the volume keys working in Xfce on my T510.

You can try:

1. make sure "thinkpad_acpi" module is loaded
2. Xfce IBM thinkpad keyboard layouts - one might be a better match
3. check out this to map keys:
