I have been using IXWebhosting for five or six years and have been very happy. You can do just about anything and use any software you like. Their "website" builder software isn't very good but you can use any third party builder and of course you can run any CMS of your choice.
Domain registration is free with a plan. http://www.ixwebhosting.com and they don't try hard to up-sell.
