The upstairs machines, tablets, phones, etc. are all using the same wireless router (Asus RT-N16, Firmware: DD-WRT v24-sp2 (08/12/10) mega) and they don't have the same issue. I have tested them while this particular machine is having a problem, and they work just fine.
