Okay, this just gets stranger.... Before doing a thorough testing of plugin incompatibilities, I noticed that the selected plugins under Server > Plugins were a little screwy, with plugins I typically use un-ticked and vice versa. I straightened that out, restarted the server, and now I have the shutdown server plugin on my SB menus. And it works. But I still don't have the web menu for setting the amount of time until shutdown. Fortunately the default of 1 minute works pretty well.
