HLS is original code that I didn't write and so am not that familiar with it but I changed HLS from using HTTP 1.0 to HTTP 1.1 which means multiple GET on single TCP connection - this may make cookies essential. BBC seem to be making more use of cookies possibly for "personalisation" and BBC Sounds.
