I figured out the problem. On LMS 8.1.1 running on PcP 8.0.0, under the Settings>Plugin tab, the Community Firmware box was checked, and I had restarted LMS. However, looking at the debug log it was looking to "http://update.slimdevices.com/update/firmware/" for the firmware and not "https://ralph_irving.gitlab.io/lms-community-firmware/update/firmware/"
I then looked under Settings>Advanced>Community Firmware for Touch/Radio/Controller, and the box was unchecked. Checking the box and restarting LMS solved the problem. I hope I explained the problem and solution clearly, there was a mismatch between the plugsin tab where the box was checked and the advanced tab where the box was unchecked. There is some problem occurring in LMS for pCp whereby checking the community plugin box doesn't really activate the plugin. Recall, under plugins, I had tried unchecking, restart LMS, and check the box, restart LMS to get the community firmware to work, but that method did not work.
