The problem, I think, is that much of BBC local radio switches to BBC Five Live overnight - and given the time zone where the Winter Olympics is taking place it is quite likely that there will be something live from the Olympics in that overnight programming ... and BBC cannot broadcast that outside UK. So they are using the IT version of the sledgehammer to enforce it.
