aha found it! I noticed that at the tail end of startup (I run it in a screen window so I can watch debugging and still sort of background it) there was this:
[08:07:30.6771] Slim::Utils::PluginManager::writePluginCache (116) Writing out plugin data file. Cache? Ooooh.
