About the only other thing I might suggest is to turn SrvrPowerCtrl's logging to DEBUG and run your last test again. SrvrPowerCtrl should report receipt of the CLI set block and clear block requests in the server log. Otherwise, it looks like hickinbottoms nailed it in one.
