Why not just use VLC on the laptop and use it to stream your laptop
audio as a http mp3 stream  ? Much simpler.

If you want to stick to pulse audio you need to make sure Pulseudio
audio has been set up be to be system wide and that the userid which
runs SBS has the necessary pulseaudio privileges/permissions/groups (I
can't remember the details).

As a first step make sure you can use arecord on the NAS running under
the SBS userid to record the laptop stream on the NAS into a file in
WAV format.  When you have arecord working then the value of the "-D"
argument will be what you use after "wavein:".
