OK, here's what you should do:

1. When you first start iPeng your server has to be up and running and
you should have your Squeezebox connected to it. iPeng should the see
the server and the player.
2. If you want to use Wake-On-LAN to wake up the server, go to the
screen on your screen shot and press the blue ">" on your server. Here
you can enable WOL and enter the MAC if it's not already detected
correctly.
NOTE: You have to leave that screen before quitting the App for your
changes to be saved.
3. If you use MySqueezebox.com, select that Music Source, too, on this
screen so that iPeng can get registered (you have to do this for each
iThingy) and see your players on MySB in the future.

In the future, when your start iPeng it should wake up your server. But
it can indeed take several seconds until your server is up and running
and especially until your Squeezebox is connected to the server (it
will disconnect when the server is off and also has to find the source
first).

I'm a bit surprised that your iPhone 3G is slower than the iPod, as of
my experience iPhone 3G is usually the slowest device around (it's as
fast as an older iTouch but does a lot more in the background).
However, WiFi can take a few seconds to come up on the newest
generation of the iTouch.
