Since a downgrade install of SBS on an "old" windows system works, it
means all the necessary files in SBS are OK.  It also mean thje problem
is 
- one or more of the necessary files cannot run 
- one or more of the necessary files are not allowed to run
- network access is blocked for the files or traffic.


The "necessary" files are the SBS exe, faad.exe, flac.exe and possibly
lame.exe if bit rate limiting. 

With regard to "files cannot run" - since SBS works and AAC files can
be played it is likely that faad.exe and flac.exe are OK.  However
there is a slim possibility the M4A file you have downloaded is being
transcoded by mov123.exe so you need to check (via logging with
player.source swer to INFO) when playing the AAC file to see if
faad.exe is being used. 

With regard to the streams being blocked - this is a security s/w issue
but when transcoding with faad.exe, SBS does all the network access but
still all the exe's need to be fully trusted by security s/w.
It is possible that after a clean install then files have not been
added properly to the necessary security "trusted" lists but with an
existing install the files are registered properly with the security
s/w.
