The SomaFM stream is 48kbits/sec - much slower than BBC's 320kbits/sec so it means it is unlikely to be network congestion, bandwidth or timeout issue. Assuming you haven't disabled native AAC under Settings/Advanced/File Types, since both Radio and Sb3 are affected makes it looks like a network config issue - possibly PC firewall and/or router security.
