I spent some more time with it tonight and I can't find any permissions that would seem to be applicable. I'm pretty sure it's some sort of issue with ATAPI and Windows 8. The device is described by Windows as "USB to IDE". The closest I've gotten to any success is this:

I'm giving up for now. If I get motivated again I may try the same CD-Rom drive on Windows XP or possibly even Linux to see if it works there.
