I've heard this comment a few times and while I see a number of issues
with iOS 7, technical as well as design wise this one is one I really
don't understand.
iOS 7 generally has more contrast than any other mobile OS short of
Windows Phone that I've seen, definitely much more than the previous iOS
versions due to the removal of all the gradients.
And font handling is the one thing that definitely improved, it's much,
much more powerful than before. 
The biggest issues I see (design wise) are that it can be hard to tell
buttons from text at times and that Apps often use smaller font sizes.
Technically, the large number of bugs plus the performance issues I
wrote about are a problem.

For me there are two things that make it especially worthwhile. As you
can see in iPeng 2.0 I've long been a fan of flat design and didn't
particularly like all the gradients used in iOS.
And having used the old scheme for six years it just looked so terribly
dated to me at the end....

But I agree, I sometimes feel iOS 7 might be something more made for
designers than users (you won't find a lot of designers who don't like
it) and from those subtle changes Apple has made since it went live you
can clearly see that Apple got the message to a certain degree, too.
Even in such simple things that it's now possible to actually chose the
color for bars, something that was actually extremely hard until iOS
7.0.2 so that people like me wrote their own bar classes to get around
it (wonder how dark mode in iPeng 7 now looks on iOS 7.0).
