Don't know if this is a helpful observation, but I'll mention it in case it helps eliminate certain possibilities.
I've had no trouble with iplayer breaking up or rebuffering since adopting bpa's fix and bonze's menu.opml. This is true for live streams and listen again. Mainly Radios 2,4,5,6 and 5 live sports extra. I'm in the UK. Win 7, LMS 7.8, BT Infinity, all-wired connections.
