I'm seeing this too. On a scan for "new and changed" on my two linux machines today (vortexbox running LMS 7.8), SmartMix did nothing in rescan even though there were about 400 new songs.
This is a known issue. I actually worked on it before my break. I'll have to pick up those changes and release them asap.
