I split the second patch in more smaller parts.

I change the encoding names in the comments to match more common names,
and also returned from the iconv, thus WINDOWS-1250 and ISO-8859-2. I'm
more used to these names, I hope you do not mind. In any case, this

because it feels to be related and dependent on it):

I suppose, if any code is using the WinAnsi encoding and adds the
differences array manually, then it should be changed and not do that,
right? At least for performance reasons.
