You can only enable a global number of recipients for the total of all messages per time linit, for example, 500 messages per hour, or 3500 messages per hour, whatever limnit is reached first.
A better way to limit the number of recipients per message is to do so within postfix, so in main.cf just add an entry like this: smtpd_recipient_limit = 100 which means any sigle message can have an envelope containing no more than a total of 100 recipients.
