Yes I know that. But I would like to have a different limit for different users and I was told that the only way to do this was with policyd, but how.

A better way to limit the number of recipients per message is to do so within postfix, so in main.cf just add an entry like this: smtpd_recipient_limit = 100 which means any sigle message can have an envelope containing no more than a total of 100 recipients.
