I'm not directly experienced with this, but my guess is that
a user-specific entry should override the default value.  I'm not sure, 
though, what happens if you turn off the default flag altogether -- if 
then any user who does not have a limit set will be ignored or not.

I would simply try to put in a different value for a user and try it and 
see what shows up oin the logs (if necessary, you can increase the DEBUG 
value temporarily).  Initially, I'd suggest leaving the default flag alone 
so all other users will be regulated by whatever the default is set to.
You should be able to tell from th elogs, as well as what's in the DB, 
what is happening.  Pick a really low limit so you can get some quick 
results.
