Smith understood there would be times that the Government would need
to have some sort of "oversight", and also "Tax" these "exchanges" in
order to supply for the common good.

Secondly, it may obstruct the industry of the people, and discourage

thereby put an end to the benefit which the community might have
received from the employment of their capitals... Fourthly, by
