Smith understood there would be times that the Government would need
to have some sort of "oversight", and also "Tax" these "exchanges" in
order to supply for the common good.

Apparently Smith -- whomever it is you are appealing -- is wrong.
Of course, it is you who is confusing Smith with capitalism.
Government "interfering" in something necessarily slides down the
slope into "interfering" in everything -- not to mention WHO gets to
decide what, WHY them ... and WHY those "interferences".
Government interfering ELIMINATES capitalism by definition.
Additionally, interfering violates one's Right to Life; his OWN life;
self-ownership.
