Like in "No- bid contracts" right? Usually when the government makes a contract with private enterprises, everything is spelled out and accounted for to the dime. I have one more comment on this; if Bush Jr. was in charge, I have no doubt what-so-ever that they would have got a new plane, unchecked and unchallenged. They only backed off when Obama's new Treasury Sec. called them and told them to stop it. Make no mistake; this kind of spending has outraged the left and many on the right equally.
