Wall Street Types gave the loans knowing they had
a high chance of default if the economy turned south
or interest rates went up. They are culpable and should
be punished. This is what they do, analysis risk and return.

They should suffer the same consequences as the borrowers.
Maybe you might get a better idea of my feelings from this post...
