The most likely thing is he was born in Kenya as his Kenyan cousins say. His mom brought him home and got some sort of birth certificate issued in Hawaii in 1961, which was easy to do back then. She did this to have a record of his being an American citizen (his mom is American after all). She wanted life to go smoothly for him after all like any mom.
Hawaii may or may not have competently maintained that record and have the original. (My birth certificate from the same time period was competently kept on file; but professional licenses and voting records kept by another state in the 1980s and 1990s have not been maintained and the state where I live now has no complete records of when I first registered or got a license and whether I did it first there or transferred it.) If this original does exists and could be disclosed it of course has no local hospital or doctor recorded,which he does not want known.
