You answered your own question. Remove an engine and turn a decent car over to any respectable 'junk yard' and they'll make a fortune on parts. It's huge business. I guess the government wanted to make sure the buyer didn't get up to $4500 AND make a profit off of - or keep using - the car, but they weren't too concerned about others down the line making money.
I'm used to always being qualified to pay for everything while never qualifying to receive anything -- nothing new here.
