Dave, The $164 is to cover the costs of processing the violation. It
doesn't cost more to process the paperwork because Tiger had the
accident. You don't like it then work harder and make more money. It's
called incentive.

frank, it's much more serious then what you are implying.  Almost
everyone I know can afford the $164 fine.  It's not about whether or
not a person can afford that $164 ticket.

It's about people that make 1000 TIMES LESS then the rich like Tiger
Woods have to pay the SAME AMOUNT when it comes to Fees/Fines/
Penalties.

And the reason why it's so serious?  Because the poor know that this
is happening and feel justified in using deadly force to get a 'piece
of the pie'.  (I am NOT one of these people, however, and live a
comfortable lifestyle)

Even the EXTREMELY RICH are feeling the effects of this - Bill Cosby,
a BILLIONAIRE, lost his son because a criminal wanted his Mercedes-

Please address this issue.
