Ok, but there has to be some sort of half-truth that this came from, or theory they base this on. I guess what I'm looking for is how to combat this lie. Like the lies about slavery. One of the favorites is that slaves were made 3/5 a person. This is true, but the reason was because giving them a full count would have given the South an unbeatable majority in the House and Senate and we would have never had the chance to abolish slavery. Freed people of color and black immigrants were counted as one just like anybody else.
