It seems to me to be just a cluster fuck that got out of hand immediately following a major catastrophe. Again, at what point is common sense supposed to kick in with trained professionals ?
The best of the best in the world responded to the earthquake in Haiti and look what happened.. They built refugee centers in flood zones. Who is to blame ?? I would say the locals that knew the lay of the land and its propensities. Just as I would say that trained professionals in demolition and clean-up (Bechtel) and search and rescue (FDNY) should have done their respective jobs in the manner that their training and contracts dictated and NOT succumbed to the non-professional political pressure as is common in your nation. Now, because they heeded NOT the warnings and training that lead to their qualification for the very job they were doing they look to blame and claim money from the taxpayers.
