Here is Amendment X:
The powers not delegated to the United States by the Constitution,
nor prohibited by it to the States, are reserved to the States
respectively, or to the people.
It remains for YOU to provide the answer to the burden you attempt to shift.
Amendment X is clear. If the Power is not provided to the Feds, it doesn't exist.
