Civil Rights (or more accurately: permissions) are what Governments extend/withhold at whim.
Voting, for instance is a 'civil' right.
Migration, however, is a (natural) right.
Legitimate Governments SECURE (natural) rights. see Declaration of Independence
Having read the Constitution numerous times ... STILL do not know what 'illegal immigration' might be.
