Uhm ... no ... that would be NATURAL rights.
Civil rights are permissions that Government extends/withholds at whim.
You can have Bellamy's socialist Pledge.

"All men are born free and independent, and have certain natural, essential, and unalienable rights, among which may be reckoned the right of enjoying and defending their lives and liberties; that of acquiring, possessing, and protecting property; in fine, that of seeking and obtaining their safety and happiness." -- John Adams
In NO case does "government", composed of the employees of the citizens, get to have any sanction over the civil rights of the citizens IN THEIR OWN PRIVATE SPHERES. The spirit of the Constitution prevents governments from imposing the ideals of any group on any other group or individual. That simple concept makes socialism (liberalism, progressivism, etc.) criminal. The 'updated' pledge summarizes the goals for government: “I Pledge Allegiance to the Flag of the United States of America and to the Democracy-on-demand Republic for which it stands. We’re One Nation of individuals who champion fair play, maximum civil liberties, the Right of self-determination, and having an efficient, unobtrusive and deferential government.” John A. Armistead--

- Migration, however, is a (natural) right.
- Legitimate Governments SECURE (natural) rights. see Declaration of Independence
- Having read the Constitution numerous times ... STILL do not know what 'illegal immigration' might be.
