Looks like there are traffic spikes when my server's IP address is included in either pool.ntp.org or 0.pool.ntp.org. Getting included in [1-3].pool.ntp.org doesn't cause any noticeable changes in traffic. I saved the graphs for posterity:

If the pool ever gets tired of serving those unsatisfiable Turk Telekom routers, perhaps it'd make sense to remove their access to pool.ntp.org and 0.pool.ntp.org, leaving access to [1-3].pool.ntp.org intact.

I've now re-added the 2nd IP address of that server to the pool.
