As in my previous posting, it really seems to be that way, high peaks for all servers in the tr zone independent of the assigned bandwidth.
making the tr zone return 4-6 IPs instead of just 3. (I forget if the DNS server can be configured for that on the name level though).
But as Anssi just wrote, it seems that the Turk Telekom CPEs are using {0.,}pool.ntp.org and not tr.pool.ntp.org.
