This is unlikely. Since the provider's DNS resolvers will only query the pool.ntp.org DNS servers once, and then wait until the TTL runs out. So there might be a heavy load on DNS servers, but most likely on the servers of Turk Telekom. And if the clients only ask once and wait for the TTL to run out, even this load will be the usual load.
