for a pragmatic approach, you might consider trying this:

* Gather all the open time servers you can find, no matter where they are
located, and, for starters, configure them ALL.

* Let your ntpd run with that configuration and don't touch it for many hours,
preferably a few days.

* Then check which time servers give you good results. If you want to be
elaborate about it, check several times.

* Finally, remove most servers and keep only the four or five best ones.

In my experience, an excellent tool to find which time servers are good time
servers for a network location is a time server, running at that location. :-)

I came up with the configuration of my time server via a similar approach
(though I did restrict my initial configuration to a handful of German servers),
and am very pleased with the precision I have.

I would be surprised indeed if you find it difficult to come up with some time
server selection that makes your server precise enough to be allowed into the 
pool.
