I'm living in Belgium (Europe) and the server in Egypt is a dedicated
server. So there isn't any kind of access over there.
I'm busy with a project (something like pingdom.com) and therefor i need
a lot of servers (read : about 20 in different countries).
Because i want to support the NTP project, i've installed the NTP daemon
on every server and put some stratum 1/2 servers into the config.
But well...it seems that that's impossible for Egypt :)

OK, Kris, understood now. You may still find that using a reasonable number
of servers (7 or more, perhaps?) of whatever stratum you can find may be
better than not offering anything at all. Perhaps even use some of your own
servers which have stratum-1 or 2 sources.
