OK, Kris, understood now. You may still find that using a
reasonable number of servers (7 or more, perhaps?) of whatever
stratum you can find may be better than not offering anything at
all. Perhaps even use some of your own servers which have stratum-1
or 2 sources.

Just a random thought:
Would it be possible to use "time.windows.com" as last resort? This is
actually a cluster with worldwide distribution so without better
alternatives it could work, no?
