I am using an Apple Mac mini with OSX 10.9.2 and I find that the clock is
drifting significantly under OSX 10.9.2. I have been having trouble with my
clock drifting by more than 0.5 seconds, and sometimes randomly over 4.0
seconds per day. I contacted Apple tech support, and they indicated they
have optimized OSX 10.9.1 and 10.9.2 for minimum power use (maximum battery
life) rather than clock accuracy. They use a daemon called ³pacemaker² in
conjunction with a modified NTP to minimize battery drain. Apparently
pacemaker is used to adjust the clock, instead of NTP, however, pacemaker
does not accurately do so.

Does anyone have a suggested solution to this issue?

Use a Raspberry Pi:

Will work even when you Mac is switched off.
