Disable pacemaker:
launchctl unload -w /System/Library/LaunchDaemons/com.apple.pacemaker.plist
I also built the latest ntp-dev and run that instead of the older ntpd
that comes with OS X, but just disabling pacemaker should be enough.
I had the same problem with my Mac Mini for a while, finally
discovered the pacemaker issue, and documented this here:
