I should have mentioned that I did try both those alternatives before
posting to the List since it is well known that POP services will often
times change authentication procedures without so much as a by-your-leave.
(Mailandnews comes to mind.)

Yes, you were spot on in this speculation; unless one is sending to a
recipient with an account within their domain, this 'mail boat' is not
