They do install the binary.
You just need to specify proper variables:
MAKE_FLAGS =    PREFIX=${PREFIX} \
                MANDIR="/man/man1"

Antoine is right. If you look at the fake stage output:

The binary goes under /usr/bin in the fake root, which is presumably why
`update-plist` doesn't find it.

In light of that, you shold be able to kill the custom do-install target.
