Your SMFIC_ABORT implementation of this spec:

but keeps the connection open.)
Your implementation incorrectly resets information that was received
with SMFIC_CONNECT.
Instead, your implementation MUST reset information that was received
with SMFIC_HELO and later commands.
Once you fix that, there is no need for you to make STARTTLS a
special case (or to special-case EHLO in the middle of an SMTP
session, or any other SMTP command that requires a state reset; I
won't discuss those commands here, to keep the focus on the core
problem in your Milter implementation).
